Upon leaving a restaurant, Giorgi Kurulashvili shouted "Fire on the oligarchy." Police detained him under Art. 173 parts I and II. The court dismissed Part I (disobedience) but fined him 3,000 GEL under Part II (verbal insult). Police witness testimonies directly contradict each other.
